Introduction We are proud to celebrate the successful completion and full operational launch of the Mindelo Cruise Terminal at Porto Grande. Following its scheduled finalization in March 2025, the terminal has solidified its position as the most modern port infrastructure in the region, elevating Cape Verde to a premier destination in the global cruise circuit.
A Landmark in Engineering and Sustainability This project, born from a strategic partnership between the Government of Cape Verde, Invest International (Netherlands), and the OPEC Fund (OFID), is now a tangible reality. Featuring a 400-meter jetty and a state-of-the-art Visitor Welcome Centre, Porto Grande is now fully equipped to accommodate the world’s largest cruise ships while meeting the highest international standards of safety and comfort.
A key technological highlight is the full implementation of the Onshore Power Supply (OPS) system. This innovation allows vessels to connect to the local power grid and shut down their auxiliary engines while docked, drastically reducing greenhouse gas emissions and noise pollution within the city of Mindelo.
Economic and Social Impact The data from 2025 and early 2026 confirms our projections: annual passenger traffic has surpassed the record mark of 120,000 visitors. This growth translates into:
- Boosting Local Commerce: Increased foot traffic for restaurants, artisans, and local tour guides.
- New Job Opportunities: The terminal has generated direct employment in port management, security, and hospitality services.
- Skills Development: Through the Cruise Destination Development Plan (CDDP), local services have been upgraded to provide high-quality, sustainable experiences for international travelers.
Commitment to the Future The completion of this work, executed by the MOTA-ENGIL and EMPREITEL FIGUEIREDO consortium, is not an end but the beginning of a new chapter. The Mindelo Cruise Terminal positions São Vicente as a competitive logistical and tourism hub, always respecting the Environmental and Social Management Plan (ESMP) that guided every stage of construction.
